A Limited Submission is a funding program for which the sponsor has restricted the number of applications or proposals an institution can submit in response to that program.
The principal investigator is responsible for notifying Research Services as soon as possible if a proposal is being developed for any program that limits the number of submissions from the institution.
The submission of more proposals than allowed may result in a disqualification of all proposals, so limited submissions are coordinated through Research Services. Generally, all campuses are considered a single institution by sponsors (e.g. NSF) unless alternate limitations (“by school,” “by department”) clearly apply. However, some sponsors may consider branch campuses as separate, by definition. It is best to consult early with your Grant Coordinator to make a determination.
Our Process
- Funding Opportunity Identified
- The Office of Research actively monitors and posts limited submission opportunities on InfoReady. Principal Investigators (PIs) are also responsible for reviewing sponsor announcements for restrictions and notifying the Office of Research (resdev.georgiasouthern.edu) of opportunities not yet listed.
- Internal Competition Announced
- When an opportunity is identified, an internal competition is announced on InfoReady.
- Internal Application Submitted
- PIs submit their internal application through InfoReady by the posted deadline, following the guidelines outlined in the competition announcement.
- Internal Review & Selection
- External submission deadline before April 1, 2026:
- PIs will initiate KickStart, and decisions will be made on a first-come, first-served basis.
- External submission deadline on or after April 1, 2026:
- Proposals will be subject to an internal competition.
- If the number of internal proposals submitted by the internal deadline exceeds the limit set by the external sponsor, the Office of Research will convene an internal review panel. Based on the panel’s evaluations and feedback, the Office will select the proposal(s) deemed most competitive for external funding. Selected proposal(s) will proceed to KickStart for external submission.
- If the number of submissions does not exceed the sponsor’s limit, all proposals will proceed to KickStart for external submission.
- External submission deadline before April 1, 2026:
- Limited Submission Approval
- The Office of Research notifies all applicants of the outcome. Approved PIs receive authorization to prepare full proposals for external submission.
- External Submission Preparation
- Approved PIs prepare and submit their full proposals to the sponsor following standard institutional and sponsor submission procedures. PIs are encouraged to incorporate any feedback provided by the review committee into their final submission.
